So is palisade scanning if we wanna get technical about it. I always found it curious how people pick and choose which bugs are OK to exploit and which bugs aren't. For example a lot of people get really upset when someone uses the tower bug but pretty much everyone uses palisade scanning nowadays and no one says a word about it.

If you want to get technical, palisade scanning is not a bug. The function is working exactly as intended by the devs: you can see whether or not it is possible to build a building in any given space.

However, in contrast, the nomads technology has the desired function "that deleted houses don't loose their population space". In the current implementation, however, they gain population space when being deleted. And that is a bug.

This issue requires an additional rule to be added to the currently running DM tournament, TLC2. It should be made spesific whether it is allowed or banned. Imo, this is a clear abuse of the bug and should normally be banned. But in practicality, any rule added will inevitably be subjective, because sometimes houses are built to serve as walls to protect the villagers, and then immiediately deleted before completion once the danger is avoided. Banning this will be a huge disadvantage for the mongol player. Whether the player intended to abuse the bug to gain advantage or simply wanted to protect the villager will not be distinguished objectively.
